Laburpena: The aim of this paper is to study the dialogue between national and international jurisdictions in the context of systemic human rights violations by the Brazilian State. Through the analysis of the threesome formed of process, jurisdiction and constitutional actions that involve the constitutional procedure, the authors will defend that the supervision of compliance with international decisions at the international level shows that Brazil is not able of enforcing the decisions of the Inter-American Court (IACHR). Therefore it arises the need for a procedure that enables the effective legality control during the procedural acts practiced by the state jurisdiction.  By the other hand, even today in Brazil, there is no constitutional provision for the execution of judgments of the Inter-American Court, since Constitutional Procedural Law acts as an instrumental discipline in the systematization of a Constitutional Procedure Code to regulate the execution of international sentences and enforce the constitutional order in law internal.
