Summary: The objective of this paper is to propose a quality management system for the government of the municipality Rafael Urdaneta. The study was qualitative, including field design and descriptive level. The following were identified as criteria for quality of management: a vision focused on the integral development of the municipality, planned processes with strategic focus, integration between actors and allies. In regard to the systemic structure, it was found that the strategic element is the existence of an overall vision of the environment. As regards the behavior of the system, it highlighted the high complexity and a weak feedback process. It concludes in a system which demands improvement in planning and feedback. Proposals were raised, including the community, internal processes, financial perception, as well as learning and growth.
