The study was qualitative, including field design and descriptive level. The following were identified as criteria for quality of management: a vision focused on the integral development of the municipality, planned processes with strategic focus, integration between actors and allies. In regard to the systemic structure, it was found that the strategic element is the existence of an overall vision of the environment. As regards the behavior of the system, it highlighted the high complexity and a weak feedback process. It concludes in a system which demands improvement in planning and feedback. Proposals were raised, including the community, internal processes, financial perception, as well as learning and growth.El objetivo de este artículo es proponer un sistema de gestión de la calidad para el gobierno del Municipio Rafael Urdaneta. El estudio fue cualitativo, diseño de campo y nivel descriptivo. Se identificaron como criterios de calidad de gestión: visión centrada en el desarrollo integral del municipio, procesos planificados y estratégicos, integración de actores y aliados. Se encontró en cuanto a la estructura sistémica, que el elemento estratégico es la existencia de una visión global del entorno. En el comportamiento del sistema, destacó la alta complejidad y un débil proceso de retroalimentación. Se concluye en un sistema que demanda mejoramiento en cuanto a la planificación y la retroalimentación.
