Summary: This article constitutes the second part of the paper previously developed in this journal. In this case we focus on curricula policy and academic structure and their modifications according to 24.195 Act and 26.206 Act. We argue that these changes were critical for the system and can not be resolve by several norms without considering the real possibilities for reform in educational institutions. We analyze to teacher training policies and vocational training according to the role of the National Institute for Vocational Education and Teacher Training National Institute. What has been modified by the norms? What issues are kept without changes besides the reform? These are the main questions in order to establish continuities inside the educational policy
