Summary: The rise of evidence-based policies has revived the interest in evaluation use. Nevertheless, available evidence on instrumental uses has been mostly generated in countries with a consolidated evaluation culture. Thus, there is a lack of information on how those uses are achieved in contexts where evaluation is not fully institutionalized. This research uses a Qualitative Comparative Analysis to identify the factors that explain the instrumental use of the evaluations carried out by the Catalan Institute for the Evaluation of Public Policy (Ivàlua) in Catalonia, a context where the institutionalization of evaluation is still weak. The results confirm the explanatory importance of the three types of factors identified in the literature (methodological, institutional, and, related to political context) and the conjunctural nature of evidence use. Additionally, they indicate that factors influencing instrumental uses of evaluation change according to its degree of institutionalization. In environments with a less developed evaluation culture, those factors precisely aimed at alleviating the lack of institutionalization seem to gain importance.
