From 2018 to date, six presidential vacancy parliamentary procedures have been carried out for three presidents and have caused a context of ungovernability that requires to be evaluated from a special perspective, since the Peruvian social, political and conjunctural contents exceed the constitutional and parliamentary doctrine.En el Perú, durante los últimos años se ha desarrollado un ambiente político y social de extrema crisis debido al conflicto de poderes entre órganos del Estado, en particular entre el Gobierno Nacional que representa al Poder Ejecutivo y el Congreso de la República, que es el Poder Legislativo.
