The exercise of jurisdictional power in Colombia is characterized by its complexity, by the plurality of judicial channels through which access to justice can be exercised, such as criminal, labor, civil, administrative, etc. Since it is observed the maintenance throughout history of certain common guidelines to the same judicial channels, which is interesting to analyze, albeit briefly, hence the objective of this investigation is to establish whether the Colombian State is responsible for any Patrimonial responsibility for the judicial delay during the quarantine due to the COVID-19 pandemic.x The methodology used was that of the Socio-legal and applied investigation for the law, it is also quantitative because a statistical analysis was carried out that allowed to investigate the perception of users of justice in Cartagena, on whether the Colombian State has any financial responsibility for the judicial delay during the quarantine due to the COVID-19 pandemic; the information gathering techniques are the survey and the bibliographic record and the analysis techniques were the statistical analysis and the content analysis. We find that all State activities carried out in the branches of the public power and other State agencies can generate patrimonial liability, since those who carry out these proceedings cause damages to the administered, especially if there is a judicial delay which must be repaired, even in times of the COVID-19 pandemic, when justice is carried out with remote work at home, assisted by technological tools that allow virtual audiences and conferences via streaming and email notifications, among others.
