The desire of European Union to position itself as an international player has required the implementation of policies which, although supported by the Treaties, had been continually postponed by the lack of agreement on national priorities in these fields. The weakening of the transatlantic link, which is fundamental to understand defence, and the opportunity to make progress on a properly European strategic definition have boosted a defence policy that is still seriously deficient. The existence of a high-intensity armed conflict in the eastern part of the continent has revitalized relations between the European Union and NATO, which calls for a more complete cohesion between members on both sides of the Atlantic. The serious consequences of this conflict encourage discus-sions to be relegated to the need to establish large-scale geostrategic positions, which inevitably bind defence-related organizationsEn un contexto de transformaciones, la seguridad y la defensa recobran gran importancia en Europa. La voluntad declarada de la Unión Europea de posicionarse como un actor internacional ha requerido la puesta en aplicación de políticas que, aunque soportadas sobre los Tratados, habían sido continuamente postergadas por la ausencia de concordancia en las prioridades nacionales en estos campos. El debilitamiento del vínculo transatlántico, fundamental para comprender la defensa, y la oportunidad de avanzar en una definición estratégica propiamente europea han impulsado una política de defensa aún con importantes carencias. La existencia de un conflicto armado de gran intensidad en el este del Continente ha revitalizado las relaciones entre la Unión Europea y la OTAN, que exige conformar una cohesión más completa entre los miembros a ambos lados del Atlántico.
