Summary: The fields of parliamentary law that were most affected by the sanitary crisis were the oversight function and the legislative function of the Chambers, eclipsed by the predominance of the executive power. The committees’ parliamentary work was essential for the continuation of parliamentary activity in view of their flexibility. The data points to a generalized preference for in-person meetings and reduced attendance in national parliaments whereas the European Parliament heads towards digitalization and increased legislative activity throughout the pandemic. The virtual meetings and conferences in european and international parliamentary fora were centered on the COVID-19 theme in debates marked by urgent decisionmaking, while the parliamentary fora of the UN and NATO were key in the coordination of global parliamentary diplomacy during the sanitary crisis. The alignment of the Spanish parliamentary diplomacy to the European one and its relation of complementarity to that of governmental diplomacy is noted.
