According to the stability of the rights conferred, they can be concessions in the strict sense or permits or authorisations. The terms permits or authorisations may have other meanings or be distinguished according to their object as provided by positive law. Law No. 16.246 of 8 April 1992 radically changed the regime of port activity. It became a private activity. The National Administration of Ports, more than a service provider, became an entity owner and administrator of port assets and controller (together with the Executive Power) of the port activity. If private individuals require the use of port assets for the development of their activity, whether public or private, they need a concession, in the strict sense of the term, or a permit or authorisation, depending on the case.La concesión es el acto de derecho público que confiere a una persona un derecho o un poder que antes no tenía, mediante la trasmisión de un derecho del ejercicio de un poder propio de la Administración. Según su forma las concesiones pueden ser unilaterales o bilaterales. Según su objeto, pueden ser de uso de bienes, de actividades o mixtas. Según la estabilidad de los derechos conferidos pueden ser concesiones, en sentido estricto o permisos o autorizaciones. Los términos permisos o autorizaciones pueden tener otras acepciones o distinguirse según su objeto de acuerdo a lo que disponga el derecho positivo. La ley Nº 16.246, de 8 de abril de 1992, cambió radicalmente el régimen de la actividad portuaria. Esta pasó a ser actividad privada. La Administración Nacional de Puertos más que prestadora de servicios pasó a ser un ente propietario y administrador de bienes portuarios y controlador (junto con el Poder Ejecutivo) de la actividad portuaria.
