The recognition and effective exercise of the foreigner’s political rights, particularly the right to vote in host societies, continues to represent a pending issue. The extension of such rights not only to EU citizens but also to people from third countries who have been residing in the EU territory for years should allow to overcome the limits derived from the formal notion of citizenship, betting on its substantive dimension through the suppression of the last obstacle to the construction of a migrated person status’ equivalent to the citizen. The objective is to develop the debate on this question, with the purpose of promoting the pertinent reforms, which allow these rights to be extended also to those who, although not a national, have been living in the host country for years, concreting the complex process of integration.

L’extension de ces droits, non seulement aux citoyens de l’UE mais aussi aux ressortissants de pays tiers qui résident sur le territoire de l’Union depuis des années, permettrait de dépasser les limites découlant de la notion formelle de citoyenneté. Sa substantialisation passera par la reconnaissance de ces nouveaux droits, qui est l’un des derniers obstacles à la construction d’un statut de la personne migrante, plus proche de celui de citoyen. Il s’agit donc de relancer le débat sur cette question de manière plus incisive, afin d’enclencher les réformes nécessaires. Ces droits politiques seraient ainsi attribués à ceux qui, bien que n’étant pas ressortissants, vivent dans le pays d’accueil depuis des années. Le processus complexe d’intégration s’en trouverait concrétisé.El reconocimiento y efectivo ejercicio de los derechos políticos de los extranjeros, en particular del derecho a sufragio en las sociedades de acogida, sigue representando una asignatura pendiente. La extensión de tales derechos no solo a los ciudadanos de la UE sino también a las personas procedentes de terceros países, que llevan años residiendo en el territorio de la Unión, permitiría superar los límites derivados de la noción formal de ciudadanía, apostando por su dimensión sustantiva a través de la supresión del último obstáculo a la construcción de un estatuto de la persona migrada tendencialmente equivalente al estatuto del ciudadano.
