Summary: The recognition and effective exercise of the foreigner’s political rights, particularly the right to vote in host societies, continues to represent a pending issue. The extension of such rights not only to EU citizens but also to people from third countries who have been residing in the EU territory for years should allow to overcome the limits derived from the formal notion of citizenship, betting on its substantive dimension through the suppression of the last obstacle to the construction of a migrated person status’ equivalent to the citizen. The objective is to develop the debate on this question, with the purpose of promoting the pertinent reforms, which allow these rights to be extended also to those who, although not a national, have been living in the host country for years, concreting the complex process of integration.
