However, it is evident that these tools do not reflect the reality of the population or the ancestral worldview, where "participatory construction processes" end up being technical proposals, and not a collective construction that reflects the real needs of the population, based on the study of their territory and the articulated application of their life plans to the rest of planning mechanisms and instances. From this, an alternative solution is established, linked to the instruments and tools available, this information has been corroborated in the field and validated by the governing institutions of the field for the construc-tion of the proposed alternative.A partir del marco legal vigente que faculta la planificación en el País con diferenciación en los Territorios Ancestrales –TA-, el presente artículo muestra cómo vincular las herramientas de planificación en los gobiernos cantonales para la implementación de las políticas públicas. Sin embargo, se evidencia que dichas herramientas no reflejan la realidad de la población ni la cosmovisión ancestral, donde “los procesos de construcción participativa” terminan siendo propuestas técnicas, y no así una construcción colectiva que recoja las necesidades reales de la población, basadas en el estudio de su territorio y la aplicación articulada de sus planes de vida al resto de mecanismos e instancias de planificación.
