Summary: Based on the current legal framework that empowers planning in the Country with differentiation in the Ancestral Territories, this article shows how to link planning tools in cantonal governments for the implementation of public policies. However, it is evident that these tools do not reflect the reality of the population or the ancestral worldview, where "participatory construction processes" end up being technical proposals, and not a collective construction that reflects the real needs of the population, based on the study of their territory and the articulated application of their life plans to the rest of planning mechanisms and instances. From this, an alternative solution is established, linked to the instruments and tools available, this information has been corroborated in the field and validated by the governing institutions of the field for the construc-tion of the proposed alternative.
