Summary: Reform. The aim is to unravel whether the regulation really represents a paradigm shift, whether the remodeling of the employment system is of such a caliber as to readjust the data on temporary employment and whether the penalties operate, as they should, only on irregular or abusive employment. A more precise demarcation is needed between excessive temporariness, rotation or mini-contracts and regulatory transgression, because for both scenarios certain punitive measures are foreseen. The central and most novel aspect is the renewal of disciplinary control in the framework of the Labour Inspectorate’s firm commitment to take decisive action in the fight against fraud and abuse in temporary employment
