Social protection does not have a univocal character, but rather a complex nature, with a
content that includes both Social Security and Social Assistance. The development and
application of these matters is not uniform either, but is linked to the system of competences
that our constitutional framework recognises, in a differentiated manner, to the State and the
Autonomous Communities. In this line, the aim is to offer an analysis of the possibilities of
legislative policy at Autonomous Community level based on the aforementioned framework of
powers. In this case, special mention is made of protection of dependant persons, taking into
account its special features, but without ignoring the new scope that insertion incomes and the
minimum vital income currently offer. |
