In third world countries, the existence of precarious settlements, socio-spatial segregation processes, the informal occupation of public spaces and the constant non-compliance of urban obligations and regulations, are everyday matters. For this reason, this article will analyze these administrative interventions aimed at the exercising and sanctioning of power in the urban-territorial sphere in Colombia. This will be with the intention of examining some of its most important aspects and questions: what is that urban power? Who exercises and implements said power? How exactly are these powers being exercised? What procedures are applicable? And how effective these processes are currently? All these questions will aim to be answered from an analysis of secondary sources of doctrinal, normative, and jurisprudential nature, as well as from the examining and reading of current urban realitiesParadójicamente, mientras el mundo, el continente y el país aumentan su tendencia de concentración poblacional en asentamientos urbanos, los controles y medidas para exigir de los ciudadanos comportamientos acordes con dicha realidad no van al mismo ritmo. En los países del tercer mundo, la existencia de asentamientos precarios, procesos de segregación socioespacial, ocupación informal del espacio público e incumplimiento de obligaciones urbanísticas son asuntos cotidianos. Por ello, este artículo analiza la intervención administrativa encaminada al ejercicio de la potestad sancionadora en el ámbito urbano-territorial en Colombia con la intención de examinar algunos de sus aspectos más importantes: ¿cuál es el origen de dicha potestad?, ¿a quién le corresponde su ejercicio?, ¿cómo se está ejerciendo?, ¿qué procedimiento le es aplicable?, y ¿qué tan eficaz es?
