Summary: While the world, the continent and the country increase their population concentration in urban settlements, the controls and measures that demand certain behavior from citizens, and the subsequent implementation of regulations in accordance with this, are unfortunately not being completed at the same pace. In third world countries, the existence of precarious settlements, socio-spatial segregation processes, the informal occupation of public spaces and the constant non-compliance of urban obligations and regulations, are everyday matters. For this reason, this article will analyze these administrative interventions aimed at the exercising and sanctioning of power in the urban-territorial sphere in Colombia. This will be with the intention of examining some of its most important aspects and questions: what is that urban power? Who exercises and implements said power? How exactly are these powers being exercised? What procedures are applicable? And how effective these processes are currently? All these questions will aim to be answered from an analysis of secondary sources of doctrinal, normative, and jurisprudential nature, as well as from the examining and reading of current urban realities
