Summary: This paper seeks to highlight the impact of planning on achieving the main purposes of the European Directives on public procurement, and to examine their rules pertaining to the planning phase and preliminary information notices and market consultations. It also examines some of the guidelines on key aspects to consider when undertaking the planning phase.
