Even so, municipal normative autonomy, provided for in Article 115 of the Constitution, represents an area of opportunity for the inclusion of biodiversity in the local political agenda. This article analyzes the public policies for the conservation of urban biodiversity, applied in the municipality of Leon, Guanajuato, in the period 2012-2015, but not through the decentralization of functions, but by means of the design and implementation of its own rules and public policies, based on the local environmental situation, but with a global perspective, whose echoes have resonated in the state and federal legislaturesLa administración de las ciudades en México está básicamente a cargo de los gobiernos municipales. No obstante, para la conservación de la biodiversidad que se desarrolla en ellas, son muy limitadas las atribuciones que se asignan explícitamente a los municipios en las leyes generales emitidas por el Congreso federal. Aun así, la autonomía normativa municipal, prevista en el artículo 115 constitucional, representa un área de oportunidad para la inclusión de la diversidad biológica en la agenda política local.
