Summary: The management of the cities in Mexico is basically in charge of the municipal governments. However, for the conservation of the biodiversity that develops within them, the attributions that are explicitly assigned to the municipalities in the general laws issued by the federal congress are very limited. Even so, municipal normative autonomy, provided for in Article 115 of the Constitution, represents an area of opportunity for the inclusion of biodiversity in the local political agenda. This article analyzes the public policies for the conservation of urban biodiversity, applied in the municipality of Leon, Guanajuato, in the period 2012-2015, but not through the decentralization of functions, but by means of the design and implementation of its own rules and public policies, based on the local environmental situation, but with a global perspective, whose echoes have resonated in the state and federal legislatures
