More specifically, we take a look over three key points in terms of normative assessment: a) a soft autonomous policy, shaped by the complex framework –both european and domestic– of cultural industries sector; b) the lack of a systematic public policy of law enforcement at the autonomous level; c) the lack of legal means securing public expenditures in culture.Este traballo aborda o significado da Lei 17/2006, do libro e da lectura de Galicia, no marco do dereito autonómico de Galicia. A aplicación da lei durante os últimos dez anos foi parcial, e os seus rendementos víronse dificultados por diversos factores políticos e orzamentarios. En concreto, repásanse tres aspectos xurídicos desde o punto de vista da avaliación normativa: a) un intervencionismo autonómico brando, determinado polo complexo marco regulatorio –estatal e europeo– das industrias culturais; b) a falta dunha política pública sistemática e integral de desenvolvemento da lei; c) a carencia de instrumentos xurídicos de garantía do gasto público cultural.Este trabajo aborda el significado de la Ley 17/2006, del libro y de la lectura de Galicia, en el marco del derecho autonómico de Galicia. La aplicación de la ley durante los últimos diez años ha sido parcial, y sus rendimientos se han visto dificultados por diversos factores políticos y presupuestarios.
