The methodological approach is qualitative and its socio-legal design incorporated some elements of participatory research that led to the intersection of collective action and legal action. The article presents the conditions of empowerment or disempowerment that accompany the actions of female heads of the family in the city of Manizales. The conclusions propose a reinforcement of the public policies that contribute to the training of women heads of the family so that they can reach their capacities.El objeto del estudio es identificar, describir e interpretar las institucionalidades y procesos emergentes que agencian comunidades en situación de pobreza y vulnerabilidad social, como estrategias para su empoderamiento, en la ciudad de Manizales. El enfoque metodológico es cualitativo, su diseño socio-jurídico incorpora algunos elementos de la investigación participativa que propició la intersección acción colectiva y acción jurídica. El artículo presenta las condiciones de empoderamiento o desempoderamiento que acompañan las acciones de grupos de mujeres cabeza de familia en Manizales.
