Summary: The objective of the study is to identify, describe, and interpret the emerging institutions and processes that promote communities in poverty and social vulnerability as strategies for their empowerment in the city of Manizales. The methodological approach is qualitative and its socio-legal design incorporated some elements of participatory research that led to the intersection of collective action and legal action. The article presents the conditions of empowerment or disempowerment that accompany the actions of female heads of the family in the city of Manizales. The conclusions propose a reinforcement of the public policies that contribute to the training of women heads of the family so that they can reach their capacities.
