Summary: The main purpose of this research is to critically explore the implementation of the Integrated Mass Transportation System in the city of Cartagena as a government strategy to improve urban mobility and how these actions upset the human rights of a vulnerable sector of the city. Therefore, the unit of analysis is to examine how the implementation of public policy of the Integrated System of Mass Transportation TRANSCARIBE could impact the economic, social and cultural rights of the owners and drivers of buses on the Daniel Lemaitre route in the city of Cartagena.
