Summary: The paper aims to examine the participatory model proposed by the European bodies (Commission and Committee) within the social dialogue. It also seeks to assess whether opening up to civil society as an active subject of governance, as proposed by the Commission (COM (2017) 479 final), implies a break with the traditional model which has always differentiated between social dialogue and civil dialogue (2014/C 458/01). And, in the event of a positive response, what the consequences might be. The last part of the paper will be devoted to investigating whether the renewed support of the European Union for participatory models aimed at a unitary management of the processes of change, determined by the introduction of new technologies, has influenced, in particular, the Italian model of industrial relations, historically characterised by a weak participatory intensity. The ultimate objective is to reflect on the consequences of the loss of the role of trade unions as the only collective subjects in the governance of technological innovations.
