The traditional scopes for union intervention are conditioned by the logic of the market and free trade. The shift of decisions from national representative institutions to supranational specialized power nuclei whose resolutions are somewhat obscure, sectoral and with expiration date, seems to be an inadequate procedure to build up effective juridical rules that may guarantee rights to social majorities. The aim of this article is to establish some performance axis through which the union activity will reset not only organizational but also strategic and tactical aspects as regards international intervention.El movimiento sindical se enfrenta a importantes transformaciones cualitativas y cuantitativas generadas por el proceso de globalización neoliberal. Los ámbitos tradicionales de intervención sindical se encuentran condicionados por la lógica del mercado y del libre comercio. El desplazamiento de decisiones de instancias representativas y nacionales a núcleos de poder especializados de carácter supranacional cuyas resoluciones son poco transparentes, de carácter sectorial y con fecha de caducidad, constituyen un procedimiento incapaz de construir normas jurídicas eficaces para garantizar derechos de las mayorías sociales. El objetivo de éstas líneas reside en establecer algunos ejes de actuación dónde la acción sindical recomponga, no sólo aspectos organizativos sino estratégicos y tácticos de intervención en el ámbito internacional.Globalizazio neoliberalak sortutako aldaketa kualitatibo eta kuantitatibo garrantzitsuen aurrean da mugimendu sindikala. Ohiko esku-hartze sindikalak merkatu eta komertzio librearen logikak baldintzatuta daude. Erabakien lekua instantzia adierazle eta nazionaletatik, espezializatutako nazioz gaindiko gardentasun gutxiko erabakiak hartzen dituzten, izaera sektoriala eta iraungipen-data duten indar guneetara aldatzeak, gehiengo sozialen eskubideak bermatzeko arau juridiko eraginkorrik egiteko gaitasunik gabeko jardunbideak dakartza.
