Summary: The union movement is undergoing important qualitative and quantitative changes as a result of the process of neoliberal globalization. The traditional scopes for union intervention are conditioned by the logic of the market and free trade. The shift of decisions from national representative institutions to supranational specialized power nuclei whose resolutions are somewhat obscure, sectoral and with expiration date, seems to be an inadequate procedure to build up effective juridical rules that may guarantee rights to social majorities. The aim of this article is to establish some performance axis through which the union activity will reset not only organizational but also strategic and tactical aspects as regards international intervention.
