Summary: The consolidation of the electoral processes in general depends, many times on the governing elites. However, in the case of Costa Rica, the presence or absence of the elites does exert an influence to a great extent in the participation of the people in electoral processes in light of the election of municipal authorities. In Costa Rica, it is possible to observe three types of elites associated to political parties: those that depend on the national party structures, those that are new and seek consolidation through canton parties, and those that, being displaced, turn to others to stay afloat. As it is stated, most of the cantons maintain structures linked to national party structures; however, these are getting weaker, which makes the elites start to show signs of change in their regions
