However, in the case of Costa Rica, the presence or absence of the elites does exert an influence to a great extent in the participation of the people in electoral processes in light of the election of municipal authorities. In Costa Rica, it is possible to observe three types of elites associated to political parties: those that depend on the national party structures, those that are new and seek consolidation through canton parties, and those that, being displaced, turn to others to stay afloat. As it is stated, most of the cantons maintain structures linked to national party structures; however, these are getting weaker, which makes the elites start to show signs of change in their regionsLa consolidación de los procesos electorales en general muchas veces depende de las élites gobernantes. Sin embargo, para el caso de Costa Rica, la presencia o no de las élites locales no incide en gran medida en la participación de las personas en los procesos electorales de cara a la elección de las autoridades municipales. Es posible observar en Costa Rica tres tipos de élites asociadas a los partidos políticos: las que dependen de las estructuras partidarias nacionales, aquellas que son nuevas y se consolidan a través de partidos cantonales y las que, al ser desplazadas de sus partidos, recurren a otros para mantenerse.
