Summary: On the 20th anniversary of the Albufeira agreement it necessary to evaluate how the management of the shared waters between Spain and Portugal has evolved, taking into account the evolution of the International Law in this area. The importance of the shared water management is clear if we notice that at least 40% of the world population lives in one of them. Morover, the shared water management will affect the relationships between the states involved, their ecosystems and citizens. As we shall see, the increasing environmental awareness of international law was reflected in the Albufeira agreement.
