In the current context, the system of limits to copyright in favor of libraries, including digital ones, stands as a supposition that guarantees access to culture, by finding the right balance between the purpose of copyright and right of access to culture: the access to scientific, literary and artistic production of society.El derecho de acceso a la cultura ha sido considerado como un derecho fundamental, y aun cuando existen instrumentos jurídicos que lo regulan, no cuenta con la debida protección; de ahí la necesidad de implementar mecanismos válidos que garanticen a los individuos el disfrute de este derecho.
