The publication in 2014 of the latest European Directives on public procurement, have meant a definitive boost to encourage and facilitate access of SMEs to the hiring of different public administrations. This impulse, born several decades ago from the heart of the European Union with the aim of boosting the activity of those companies that, despite having moderate capital have been supporting the business fabric of the countries of the Union; It has also been reflected -as it could not be otherwise- in the transposition of the fourth generation directives to the Spanish legal system by adopting measures that, directly and indirectly, aim to increase the participation of this type of companies in the public business of contracting. After a year since the entry into force of these measures in Spain, we will analyze in this article, how these measures have been implemented in the contractual activity and at what point of adaptation are the companies to which they are directed. |
