In the present paper we analyse the fundamental theoretical aspects that legitimate this directive function of public contracts. Finally, we evaluate the opportunities for implementation that the LCSP offers and the possible limits that these kind of practises face.Tras las reformas legales de 2014 a nivel europeo, la aprobación de la Ley 9/2019 supone la confirmación de la tendencia experimentada durante los últimos años hacia la instrumentalización de la contratación pública como método de implantación de políticas públicas.
