different kinds of economies, parliamentary
systems or monarchies, among others),
reason why is valid to say that corruption
is “global.”
Corruption is as a diverse and complex phenomenon,
because it does not only intervene
in political acts but eminently in the activities
of the private sector, which complicates it in
order to legislate effectively and efficiently
to combat it. The fight against corruption has increased
and has gained the attention of international
organizations because a high incident
worldwide. This fight has culminated in the
creation of international instruments to avoid
economic harm to the states and the increase
of poverty in the world.

El incremento de los flujos comerciales internacionales, los procesos de privatización relacionados con la transición de las economías socialistas o el aumento del peso del Estado en los mercados han favorecido el oportunismo entre los servidores públicos, que se han visto tentados a actuar en beneficio propio. El problema se presenta en todo tipo de Estados (económicamente desarrollados o no, con tipos distintos de economías, de sistema parlamentario o monárquicos, entre otros), por lo que se dice que la corrupción es global. Es un fenómeno tan variado como complejo, puesto que no sólo interviene en los actos polí- ticos sino también en las actividades inminentemente de carácter privado, lo que complica legislar en la materia de forma eficaz y eficiente para combatirlo. La lucha contra la corrupción ha ido en aumento y ha merecido el interés de las organizaciones internacionales, en virtud de su alta incidencia a nivel mundial.
