Summary: Poverty, unhealthy living conditions, disproportion in the distribution of wealth, human rights violations, international organize crime, weak economic growth and low income per capita, are contributing factors for generating corruption. Incremental flow of International commerce, implementation of privatization in relation to the transition from socialist economies or the increased state influence on the markets, are all factors that have favored opportunism between civil servants, who have been tempted to act in self-benefit. The problem arises in all forms of governments (economically developed or not, with different kinds of economies, parliamentary systems or monarchies, among others), reason why is valid to say that corruption is “global.” Corruption is as a diverse and complex phenomenon, because it does not only intervene in political acts but eminently in the activities of the private sector, which complicates it in order to legislate effectively and efficiently to combat it. The fight against corruption has increased and has gained the attention of international organizations because a high incident worldwide. This fight has culminated in the creation of international instruments to avoid economic harm to the states and the increase of poverty in the world.
