Summary: This article proposes a model to characterize advance judicial investigations, whose object is the identification of problems in the provision of the service for the administration of justice and whose purpose is route to propose solutions to the actors who have the authority to propose policy reforms and to obtain and assign the resources for its implementation. For this purpose the article has been divided into two parts. The first is the conceptual framework that allows the formulation of the proposed model of judicial investigation applied and the second part of the article begins with an approximation of the type of scientific knowledge that is the right, for, from there, and taking positions by one of these epistemological approaches, make the paradigm that is proposed to carry out a judicial inquiry.
