Summary: The objective of this work is to explore the conditions for citizen participation in urban planning processes and decisions on urban interventions, based on the identification of some elements that destabilize indicative planning and participatory management planning of the territory, and become in resistances to the urban policies that are transforming Mexico City, particularly its central áreas. This is done through the analysis of the perceptions and opinions of inhabitants of 10 witness areas, through variables and categories that express the lack of legitimacy of urban interventions and of public and private actors that produce the living space in the city and the valuation that the inhabitant makes about the channels of citizen participation
