These were the first symptoms of the development of the public scribes of the Church of Oviedo, entitled with full fides publica by the beginning of the 14th Century. This paper will study the documentary production of this first scribe, aiming to understand him within the context of the development of the kingdom public notariate.En la época del desarrollo inicial del notariado público en Castilla, el cabildo de San Salvador de Oviedo sigue validando sus documentos con los medios tradicionales: cartas partidas y sobre todo sellos. Pero a fines del siglo XIII aparece Simón Pérez suscribiendo sus documentos como escribano de cabildo. Son los primeros síntomas del desarrollo de los escribanos públicos de la Iglesia de Oviedo, ya con plena fides publica, a principios del siglo XIV.
