In this sense, the article proposes a defi nition of the needs for procedural effectiveness in order to make it possible to obtain an effective, effi cient and rapid social control, particularly according to today’s concept of participatory citizenship.O presente artigo objetiva analisar a evolução do contexto de existência dos chamados requisitos especiais ao exercício efetivo da garantia constitucional da ação popular. Examina também os meios de superação interpretativa dos seus obstáculos processuais, objetivando maior eficácia e eficiência para os fins de controle social dos atos administrativos.
