This article aims to analyze the evolution of the context of existence of the so-called
special requirements for the effective exercise of the constitutional guarantee of
popular action. It also examines ways of overcoming their interpretative procedural
obstacles, aiming to increase effi ciency and effectiveness in the social control of administrative
acts. In this sense, the article proposes a defi nition of the needs for
procedural effectiveness in order to make it possible to obtain an effective, effi cient
and rapid social control, particularly according to today’s concept of participatory
citizenship. |
