Summary: The emergency reaction forces are mechanism designed to reach inmmediately the scene where a humanitarian crisis has been initiated, to provide the initial attention to the civil population. However, setting these forces in motion at a universal level has been, at the moment, impossible, and only some regional organizations have managed to formallly create them, but with different success. The aim of this article is to analyze their advantages, disadvantages and probabilities to turn into a reality.
