Antecedentes de la crisis diplomática colombiana (Periodo 2002 a 2009): Respice Polum o Respice Similia (Hacia donde nos conduce la realidad internacional)

The central question of this analysis of reflection how has the diplomatic crisis in Colombia in the period 2002-2009? This leads to solve some questions, and no history of freezing of diplomatic relations between countrieswith democraticmodel and presidential formof government as long as it arises fromthe corner of SouthAmerica. To call the study, analysis, discussion and shape the response to the subject under study: the diplomatic crisis COLOMBIA, it is necessary to raise and address the following questions: 1. ¿Howdo the governments of Colombia took over from Carlos Lleras Restrepo Alvaro Uribe to Velez application in international politics and doctrines Respice Polum Respice Similia?; 2. ¿What has generated the diplomatic crisis?; ¿How much has changed the political map of Central and South America?; 3. ¿Howmuch has the conflict affected internal armed crisis? and 4. ¿What is the position of the Organization of American States dealwith the crisis?; ¿Punishment or pardon?; ¿Is economic impact generated by the crisis?. This brief reflection is an attempt to raise aspects of the study: DIPLOMATIC HISTORY OF THE COLOMBIAN CRISIS PERIOD 2002-2009. Taking as reference the political action of governments in the field of international politics and foreign in the indicated period. The purpose is to analyze study, investigate and propose a basic document of a subject with relevance to international lawand the issues addressed by the research groupGRUDPOE. To further delve into a research proposal on THE ORIGINS OF THE DIPLOMATIC CRISIS IN THE PERIOD 2002- 2009. For that which is necessary to further the causes that provoked the crisis? In particular, the diplomatic crisis in a State Riverine and continental. With extensive land and sea borders. With boundaries that have been negotiated and ratified international treaties since its establishment as a republic. We can not discard the approach in the analysis of the internal armed conflict for at least 60 years in Colombia and cause direct effects to areas of borders and limitswith neighboring countries.

Lo anterior conlleva resolver algunos interrogantes, ya que no hay antecedentes de congelamiento de relaciones diplomáticas de países con modelo democrático y con un sistema de gobierno presidencial de tan larga duración como la que se suscita desde la esquina deAmérica del Sur. Para convocar el estudio, análisis, discusión y perfilar la repuesta al tema objeto de estudio: LA CRISIS DIPLOMÁTICA EN COLOMBIA, se hace necesario plantear y resolver los siguientes interrogantes: 1.¿Cómo asumieron los gobiernos de Colombia desde Carlos Lleras Restrepo hasta Álvaro Uribe Vélez la aplicación en la política internacional las doctrinas Respice Polum y Respice Similia?; 2.¿Qué ha generado las crisis diplomáticas?; ¿Qué tanto ha cambiado elmapa político en centro y sur América?; 3.¿Cuánto ha incidido el conflicto armado interno en la crisis?; y 4.¿Cuál es la postura de laOrganización de los Estados Americanos frente a la crisis?. ¿Sanción o perdón?; ¿Se ha generado impacto económico por la crisis? Este escrito de reflexión es un intento de plantear los aspectos de estudio sobre los: ANTECEDENTES DE LA CRISIS DIPLOMÁTICA COLOMBIANA EN EL PERIODO 2002-2009. Teniendo como referente el actuar político y de la Política Exterior de los gobiernos en el ámbito de la política internacional y exterior en el periodo señalado. El propósito es analizar, estudiar, investigar y plantear un documento básico de una temática con pertinencia con el derecho internacional y la temática que aborda el grupo de investigación GRUDPOE. Para posteriormente ahondar en una propuesta de investigación sobre LOS ORIGENES DE LA CRISIS DIPLOMÁTICA EN EL PERIODO 2002-2009. Para lo cual se hace necesario profundizar en las causas que suscitaron la crisis. En especial la crisis diplomática en un Estado rivereño y continental. Con extensas fronteras terrestres y marítimas. Con límites que se han negociado y ratificado en tratados públicos desde sus constitución como república.
