Summary: Considering the background of the European integration process, the participation of the Autonomous Communities takes a special interest in Spain, both (i) in the formation of the State�s will (ascendant phase), fi rst, shaping a common autonomic position and second, accompanying the State in the meetings of the European Commission and the European Council, as (ii) in the implementation of the European rules (descendant phase of communitarian law) in the part which corresponds to the Autonomous Communities according to their material powers. In accordance with this situation, since 2006 some of the autonomous communities have approved new Statutes of Autonomy that contain a European vision that they lacked before and provide for new forms of participation in their regulatory processes.
