Summary: The work presented below, is part of the research project, Analysis of land restitution, under the international standards of integral restitution within the framework of the armed conflict, that arose from the need to study the legal guidelines established in the Law of Victims and the measures for land restitution in order to examine the compliance with the rule with international standards on the rights of victims, a project undertaken by the research group on Human rights, Criminal Law, Disciplinary Law and Fair Trials by the Universidad Libre of Bogotá The following reflection taken by the government has as its objective, the presentation of results. One year after the promulgation of Law 1448 of 2011,, established by the present government in accordance with the projected goals, are scarcely a reality, Accordingly the government established various qualifications that do not take into account the difficulties that the victims encounter within the framework of an Armed conflict.
