Through this work, we try to reconstruct this process, somewhat neglected in the literature on the subject, in order to understand its impact on the relationship of Brazil and Mercosur, as well as outlining some reflections on the present role of Parliament in these issues.A chamada "Lei do Açúcar", Lei n. 24.822, sancionada em setembro de 1997, apresenta-se como um caso que foge aos parâmetros tradicionais da formação da política externa da Argentina, na qual há atuação ativa do Poder Legislativo daquele país.
