The first one is related to the role that the civil society organizations agreed to play in the origins of the program, particularly from their participation in an space opened to diverse sector, such us Argentinean Dialogue and in their incorporation in the Advisory Councils. The second aspect refers to the place that the different civil society organizations have occupied in the development of projects in which beneficiaries are inserted to fulfill the demanded labor consideration. In connection with both aspects, we will also explore the multiple interests, conflicts and tensions, within the usually so called "the civil society organizations."El artículo analiza el Plan Jefes y Jefas de Hogar, a la luz de un �enfoque de derechos� y prestando especial atención al componente de participación social desde dos aspectos. El primero de ellos se vincula con el rol que las organizaciones de la sociedad civil tuvieron en los orígenes �acordados� con el programa, particularmente a partir de su participación en el espacio multisectorial como el Diálogo Argentino y en su incorporación en los Consejos Consultivos. El segundo aspecto refiere al lugar que han ocupado las distintas organizaciones de la sociedad civil para el desarrollo de proyectos en los cuales se insertan las personas beneficiarias a realizar la contraprestación laboral exigida.
