Summary: This paper analyzes the subsidies granted to the unemployed head of household (Plan Jefas y Jefes de Hogar Desocupados) from a �rights approach�, paying special attention to social participation from two points of view. The first one is related to the role that the civil society organizations agreed to play in the origins of the program, particularly from their participation in an space opened to diverse sector, such us Argentinean Dialogue and in their incorporation in the Advisory Councils. The second aspect refers to the place that the different civil society organizations have occupied in the development of projects in which beneficiaries are inserted to fulfill the demanded labor consideration. In connection with both aspects, we will also explore the multiple interests, conflicts and tensions, within the usually so called "the civil society organizations."
