Summary: There is not a terrorist. In the midst of some dogmatic worldview provide security, regardless of methods or means used, there are government systems that run multiple criminal acts of terror and terrorism, however, are estimates perpetrators as terrorists. This article suggests that the main problem lies in the doctrinal discussion and of course on legal and legally effective and a theoretical construct such as the State can commit crimes. In the same manner set out various approaches to state terrorism and seeks the same as Lege Ferenda.
