This article suggests that the main problem lies in the doctrinal discussion and of course on legal and legally effective and a theoretical construct such as the State can commit crimes. In the same manner set out various approaches to state terrorism and seeks the same as Lege Ferenda.No existe un solo terrorismo1. En medio de cierta cosmovisión dogmática de brindar seguridad, sin importar los métodos o los medios empleados, existen sistemas de gobiernos criminales que ejecutan múltiples actos de terror y de terrorismo2 y, sin embargo, no son estimados sus autores como terroristas. En este artículo se plantea que el principal problema se halla en la discusión doctrinaria y por supuesto legal en torno a sí efectiva y, legalmente una construcción teórica como es el Estado, puede cometer delitos.
